My opinion:
we usually put the blame on parent but some of them are doing their very best .
Once the kids are out fox don't have control any more.
There are under bad influence or forced to do thinks just to be part of the band or look like others...
I believethat the government should try to understand what are the needs of
these teenagers .
The first accurate point is the crime are commited in london popular boroughs
by people from poor background.
one of the idea to start with will be for the government to understand and analyse they need and try to help them by improving the standing of life.
The most important question will be how could the authority help those youngsters?
lets process our research by following this plan:

1Background
2Listening
3questionnaire
4sample
5data collection
6Findings
7conclusion
In conclusion we should recommend to the government to look around
and get some inspirations from other countries
In France for example when the government was very concerned about the behaviours of theirs.
french authority created in each borough different structures and activities centres to keep them busy on their spare time.
some grown up has been also choosed in the same area as "Mediator" or row model to run the infracstructures;the mission statement of the mediator is to follow , listen and act as an intermediary between the youths and also a third part.
in that case the youth are under control in and out and got some one who have been in the same situation like him and without any pressure he can talk to and get some help to become like these mentors.
and iam sure in other countries certain thigs have been done for the youth to stop their bad behaviours.

Spain Heyyyyyyyy!!!!!!!

I am a big fan of football so i thought we should talk about the Spanish victory.

I am very please for them because their players were very combatives, determined and professional .this victory once again highlight the quality of Spanish players but in my opinion the best player was IKER CASSILLAS ( the goalkeeper )

Comment:
in my opinion eBay just lost control because as a professional their
should know better about counterfeit and law.
the definition of counterfeit in the dictionary is "imitating an objects or docs
with the intention to deceive" i believe eBay never intent to deceived anyone
where there responsibility is they are the auctioneer so because something
illegal has been sold true them they should pay for it
when you consider that eBay have no possession of the goods
there are just intermediaries so there should have the benefice of the doubt.

Vocabulary:

Forgery: imitating objects
Auctioneer: responsible for auction
Auction: selling or buying by bid
Fines: penalties
Counterfeit: Fake copy
Appealed: requesting for hang of decision
